OHIP is the Ontario Health Insurance Plan. It pays for visits to doctors, hospital care, most surgery and many tests. You apply in person at a ServiceOntario centre and you receive a photo health card.
What you need to apply
- Proof of citizenship or immigration status, such as a permanent resident card, a confirmation of permanent residence, a work permit or a refugee claimant document.
- Proof that you live in Ontario, such as a lease, a utility bill or a letter from your employer.
- Proof of identity, such as a passport or a driver licence.
Who may qualify
Eligibility depends on your main home being in Ontario, the time you are physically present, and your citizenship or immigration circumstances. Some temporary residents qualify and others do not. Check the official rules for your exact document rather than relying on one general rule.

If you are not eligible yet
- Refugee claimants are usually covered by the Interim Federal Health Program until provincial coverage begins.
- International students often have coverage through their college or university plan.
- Community health centres and clinics for uninsured people offer care to anyone, whatever their status.
- Private travel or visitor insurance can cover the gap for family members visiting you.
If your information changes
Contact ServiceOntario if your card is lost, damaged or expiring, or if your name or address changes. Do not lend your health card to anyone. Ask what documents are needed before visiting a service location.
Carry your health card whenever you go to a clinic or hospital, and tell your doctor if your card is expired so staff can help you renew it.
